It certainly isn’t like the Navy is sitting back and watching Russia build the Laika and improve the Yasen. The two territories are formidable rivals, and as the politics have shown, there is often a layer of discontent between the regions, not dissimilar to two alpha males trying to hold on to the most power on the playground.
